Show Up. Speak Up. Document.
Meetings
The public bodies that govern this region, where this project plans to be, and where it has already been. A schedule says we intend to show up. A track record says we did.

The Bodies That Govern Here
Surveillance contracts, records policies, and budgets are decided in these rooms. Meeting days, times, and locations below were verified against each body's official published schedule on October 16, 2026.
| Body | Regular meetings | Location | Why it matters here |
|---|---|---|---|
| Manteca City Council | 1st and 3rd Tuesdays, 6:00 PM | Council Chambers, City Hall, 1001 W. Center St., Manteca | Home ground: the red-light camera program and city records practice. |
| Ripon City Council | 2nd Tuesday, 6:00 PM | Council Chambers, City Hall, 259 N. Wilma Ave., Ripon | Regional council in the Tuesday rotation. |

| San Joaquin County Board of Supervisors | Tuesdays, 9:00 AM, unless noticed otherwise | Board Chambers, County Administration Building, 44 N. San Joaquin St., 6th Floor, Stockton | County oversight, including the Sheriff - the French Camp beat. |
| Stanislaus County Board of Supervisors | Tuesdays, usually 9:00 AM (confirm the specific agenda) | Board Chambers, 1010 Tenth St., Modesto | County oversight for the Modesto side of the region. |
French Camp is unincorporated San Joaquin County - its sheriff and county services answer to the Board of Supervisors in Stockton, which is the row above. Always confirm a specific meeting date against the body's official agenda before traveling; schedules shift for holidays and special sessions.

Where I'll Be
The Standing Pattern
Tuesdays are council days in this region, and Tuesdays are when this project shows up. The standing pattern:
- Manteca City Council - every meeting, first and third Tuesdays. Manteca comes first: if another city's meeting falls on the same night, this project is in Manteca, even when that means missing the other city.
- County boards, Tuesday mornings - the boards of supervisors, going back and forth between San Joaquin County in Stockton and Stanislaus County in Modesto, as often as possible.
- Second Tuesday - Ripon City Council.
- Fourth Tuesday - Modesto City Council.
- Tracy City Council - meets the same nights as Manteca (first and third Tuesdays), so under the Manteca-first rule Tracy gets covered when Manteca's calendar opens up.
This is a pattern, not a promise about any single date - agendas, cancellations, and life happen. Dated plans for specific meetings will be posted here as they firm up.

The Attendance Record
The record of meetings attended, public comments given, and what was asked - kept in the open, so anyone can check the claim "we show up" against the list.
- October 6, 2026 - San Joaquin County Board of Supervisors (Stockton): introduced Liberty Over Surveillance; spoke on the federal Flock ruling, the item 11 Brown Act cure, and the data-center moratorium. The moratorium passed 5-0.
- October 6, 2026 - Manteca City Council: spoke on red-light camera right-turn tickets and the new police station; raised smart-meter privacy with council members after the meeting.
- October 13, 2026 - Modesto City Council: spoke twice - on Annex 2, and on Item 25, the bicycle and e-conveyance ordinance.
How to Participate
You Do Not Have to Wait for Us
Speak at a council meeting
Every city posts its council agenda in advance, usually with instructions for signing up for public comment. Arrive early, sign up, and speak calmly for your allotted minutes. State facts, cite sources, and make one clear ask. You represent the argument - courtesy is part of the argument.
Request public records
Every state has a public-records law that lets any person request government records - contracts, policies, audit logs. Write to the agency, describe the records specifically, and keep a copy of your request. Records you obtain can be shared with the project for verification and publication. The model letter and a worked guide are on the Records page.
How this project meets
- Open to everyone. Meetings are public, cross-partisan, and welcoming. Bring your questions and your skepticism.
- Peaceful and lawful, always. We plan public comment, records requests, and education - nothing else. Conduct standards are on the About page.
- Neutral venues. We meet in library and community rooms - neutral public spaces available to any civic group under the venue's ordinary rules.
- Documented. Agendas and notes are kept, and factual claims made at meetings go through the same verification standard as this site.
Independent civic-education and constitutional-privacy project. Not affiliated with or endorsed by any government agency, library, venue, police department, or political party. Meeting in a public room does not imply the venue's endorsement.
